The Albany County Pine Hills Land Authority (ACPHLA) is a public benefit authority established by Albany County to acquire, manage, and redevelop the former College of Saint Rose campus in Albany, New York. Empowered to issue up to $80 million in bonds, ACPHLA's mission is to repurpose the campus to stimulate economic development and prevent neighborhood decline. The Authority's responsibilities include community engagement, strategic planning, operations and maintenance of the properties, and securing viable future uses for the site.

The Advance Albany County Alliance is the Agent for the Albany County Business Development Corporation (ACBDC) that was formed to administer the Al Tech Loan Trust Fund. Originally a $4 million grant from the Economic Development Administration, the Al Tech Loan Trust Fund has grown into a $19 million revolving loan fund.
Its mission is to “To promote economic growth and business retention in Albany County by offering financing through the Al Tech Loan Fund to small- and medium-sized businesses (and, in special circumstances, to larger businesses) which demonstrate strong possibilities for growth, real property improvement, increased employment and retention of employment within the County.”

The Albany County Industrial Development Agency (ACIDA) is a not-for-profit public benefit corporation of the State of New York. The Agency’s primary goal is to encourage economic growth and expansion through financial incentives, thus advancing the job opportunities, health, general prosperity, and economic welfare of the people of Albany County and the State of New York. The Agency offers businesses financial incentives in the form of tax-exempt and taxable bonds to cover the cost of construction, rehabilitation, and equipping for a wide range of commercial and industrial projects.

The Albany County Capital Resource Corporation (ACCRC) was authorized by the Albany County Legislature in 2014 to assist, among others, not-for-profit corporations that are undertaking projects that foster a well-trained workforce, rehabilitate and improve industrial locations. The ACCRC furnishes advice and technical assistance, as well as serving as a liaison with state, federal and local authorities.
