
Albany Pine Hills Land Authority Finalizes Acquisition of Former College of Saint Rose Campus
On March 13, 2025, the Albany Pine Hills Land Authority (ACPHLA), backed by Albany County, officially completed the $35 million acquisition of the former College of Saint Rose campus. This 27-acre property, encompassing 71 buildings totaling approximately 950,000 square feet, is now poised for a transformative redevelopment aimed at revitalizing the Pine Hills neighborhood and serving the broader Albany community.
The closure of the College of Saint Rose in 2024, due to financial challenges and declining enrollment, left a significant void in the community. Recognizing the potential impact on the neighborhood's vibrancy and economy, Albany County established the ACPHLA in 2024 with the authority to issue up to $80 million in bonds for the acquisition, maintenance, and redevelopment of the campus.
Looking ahead, the ACPHLA envisions a mixed-use redevelopment that includes:
Affordable and Senior Housing: The county has allocated $1 million toward affordable housing initiatives on the site, addressing the city's housing crisis and supporting local businesses by increasing foot traffic.
Educational Facilities: Discussions are underway with institutions such as the Albany City School District and La Salle School to utilize parts of the campus, enhancing educational opportunities in the area.
Workforce Training Center: In partnership with the Center for Economic Growth, a new workforce training center will be established on the campus, focusing on skilled trades and technical training for jobs at companies like GlobalFoundries, Regeneron, and Plug Power.
Community Spaces: Plans include the development of a new senior center and community coffee shop, fostering community engagement and providing essential services.
To support these initiatives, the Albany County Legislature has approved $6 million in funding for campus security and infrastructure maintenance. Additionally, the ACPHLA has issued approximately $40 million in bonds to finance the redevelopment efforts.
